Artificial Intelligence (AI), is creating a vast shift in the global market, due to which new questions arise every day. The main source of questions for the media arise from the AI Arms Development, which is led by the USA and China. Although these Countries are certainly central figures, but are not the only ones in the AI Race and therefore there is no certain authority or clear winner who can govern the AI Development or create guidelines for the same.
Taking into account the monetary and social benefits from the development of AI most governments are taking steps to win this digital race. Countries as large as China to countries as small as Kenya are working towards the creation of a formal AI framework which tackles certain important questions which arise for the Government, Economy and Society.
AI is all about reducing risks and harms and increasing benefits.
In the recent times many Countries such as India, China, Japan, European Commission, France, etc have released their official strategies to promote, use and develop AI and to address the questions that arise with regard to AI.
Each country has their own approach to the use and development of AI as per the needs of the said region. The EU recommends its public and private sector investment in AI by the means of pledging billions on direct research spending. On the other hand China laid down it plan for global dominance in the field of AI and has been backed by a huge investment in the said field, it is China’s aim to be the global leader in the field of AI by the year of 2030. France has the main aim of investing in the field of AI for the purposes of Public Welfare with the ways of investments from the private sector in alliance with the public sector.
There are many Countries which are big players in the field of the AI but still have not framed a formal policy for AI. For e.g. countries like USA, Russia and Israel. There are huge investments in the field of AI from the private sectors in the USA from companies such as Google, Amazon and the US department of defence. Similarly Israel has no specific policy for the governance of AI but has been seeing investments increase in the field of AI in the form of Start-Ups grown almost to three times since the year 2014. The President of Russia asserted that the leader in the field of AI will be the ruler of the World and was therefore interpreted as the declaration of Russia’s huge investments in the fields of AI and therefore due to such strong statements being made by the President of Russia, it is rather considered as the leader in the field of AI.
Data is the main source for the development of AI, for example taking into account Self-Driving cars, data is the driver behind the AI. In the same way countries that share data and data sources and promote such behaviour amongst companies are the ones that are most probable in seeing advances in AI, and therefore as per the stats of data sharing and openness of data, the USA has an upper hand over China. Since there is no policy framed or guidelines that regulate the USA with regard to AI the innovation of the technology is limited as there is no strategic development that has been framed. On the other hand countries such as France and Denmark are opening up the data of the governments in the fields of the AI.
Estonia is the first Country which has been addressing legal questions related to AI, the country is also in the first to develop a bill with regard to this form of questioning and also the liability of AI, this has been done to attract more investors as there would be a concrete legal framework and guidelines to enable the use of the AI systems. Such a legal framework gives the Country an advantage of tackling the issues that arise in the early stages and also serves as guiding track for the Countries which are yet to develop such a framework.
