ABSTRACT
College Management Systems are applications that control, moderate and manage the activities that are carried out in an educational institution. Many of these systems are used marginally as most of the work is done manually or based on paper document collation which are then manually imputed into the system by individuals who have access to certain modules of the system. Some of these processes require a lot of time while others lead to an unnecessary waste of manpower and resources. The proposed project employs incorporating Biometric technology with the web based application on to produce an efficient and enhanced college management system which not only saves time but also reduces the manpower involved in the processes. The biometric system would be used to input data such as attendances into the system as well as retrieving of data such as fees statement amongst other examination legibility requirements. A system is brought into existence which does not only provide reliable record management in an institution but is also able to carry out complex functions with minimal manual interference.

CHAPTER ONE
1.1 INTRODUCTION
A College Management System is a system designed to record, process and retrieve data related to Administration, students and other staff of an Educational institution. Considering the high error rates involved in processing data for a large institution such as an educational institution, the need for an Enhanced system is highly recognized. College Management System can be both application-wise or web based, the web based college management systems can be accessed in any part of the world with the need of two major components, a browser and an active internet connection which makes it a strong tool to monitor activities pertaining to the educational institution on the move.
Of late, there is increasing demands for systems that simplify activities that are performed in organization with little or minimal human manpower. Various hardware such as biometrics and Card readers have been proposed to tackle the issue of efficiency and accuracy but the Enhanced College Management System would employ the use of finger print biometric Hardware to tackle these issues. The fingerprint biometric hardware has a very high accuracy rate and require little storage space even while being economic which makes it a perfect choice for a large institution such as an educational institution.
The biometric hardware would be used for recording and inputting attendances into the system and alternatively would also be used to retrieve processed data related to individual users of the systems when necessary. The implementation of the biometric hardware is going to eliminate the use of attendance sheets as well as exam clearance process as the biometric hardware can read and call every data pertaining to each and every individual concerned with the institution when properly implemented.
The system is a single system that will be accessed by Students, Administration and other staff of the institution based on the user type and access level of each and every individual.
1.2 PROBLEM STATEMENT
The need for an efficient clearance system for examinations in an educational system is highlighted during examination and certificate collection periods. The long queues an irrelevant use of time could be avoided if there is a single means to identify the status of each students and staff in an institution.
The implementation of the biometric system in a strong system makes it possible to pull out data and records history pertaining to an individual from the database all at the response of one click thereby saving the client as well as the operators a lot of stress.
1.3 AIM AND OBJECTIVES
The aim of this project work is to develop an Enhanced College Management System that would be used by Students, Administration and other Staff of an institution to Monitor, process and retrieve data. The specific objectives are:
 To reduce inaccuracy in data processing by proper monitoring of records.
 To create a system that handles exam clearance automatically.
 To aid or enhance the accuracy of attendance systems by reducing human errors.
1.4 MOTIVATION
After spending a couple of years in the university as undergraduate students, the pains that Staff and Students pass through has been highlighted in the experiences in the system overtime.
Assuming that the current College Management System was efficient, it could have saved both the student and staff a lot of deviated effort and a lot of wasted time which could have been converted into proper use to develop one’s self intellectually and mind wise. With proper implementation of this project work, it is hoped that workflow would be smoother and less time consuming.
1.5 SCOPE OF STUDY
This project work is limited to ALL NATIONS UNIVERSITY COLLEGE and would be based on processing, retrieval and monitoring of data by Students and other staff of an educational system with the use of Biometric Systems.
1.6 RESEARCH METHODOLOGY
The research methodology employed includes

c. Consulting articles and journals written in line with the topic
d. Analysis of the present system

CHAPTER TWO
LITERATURE REVIEW
2.1 BACKGROUND
College management system is a system used to keep records and monitor the progress of staff and students of an educational institution, as we know, keeping and managing records pertaining to an educational institution could be the most complicated aspect of running such an institution. College management systems are used in most modern universities as a means of managing such records, it is more effective and efficient to use but a need arises when there is still a lot of manual processes involved in managing and retrieving such records. The need to bridge this gap in the college management system lead to this research work. With this system, the students of an educational system can download course pdfs and also monitor their progress academic wise and attendance wise, the accountants can manage payment records, the Controller of Examinations can manage Exam and Quiz records, the lecturers can manage and access student records, the librarian can manage the inflow and outflow of books and the institution administration can manage the activities that are carried out in the institution.
2.2 OVERVIEW OF COLLEGE MANAGEMENT SYSTEM
College management system is a term used to describe the systems that are employed for record management and activity management in an educational institution, College management systems are necessary in situations where:
 There is need for management of large clusters of data in an Educational institution.
 There are multiple access levels with separate tasks in an Educational Institution.
 The time involved in processing manual data in an Educational institution is high.
College Management Systems are not new technologies as far as Educational Institutions are concerned. These systems synchronizes the working of all the departments. It handles most aspects of an educational institution, the staff, the students, Departments, test and exam results and other non-educational activities.
2.5 RELATED WORKS AND THEIR DRAWBACKS
A number of related works exist on the application of different methods and principles to effectively monitor the activities of students and staff. The shortcoming of these related work are described and discussed respectively. The problem stated here are not applicable to every environment or institutions, they are based on their applicability to All Nations University College.
A) Web Based Student Information Management System
In 2013, S.R.Bharamagoudar, Geeta R.B. and S.G.Totadhas proposed a system. In this paper, a web based information management system is designed and implemented using Hypertext mark-up language and PHP [1]. This web based system was implemented to work without any external hardware apart from a computer system. The system focused more on automating the existing paper work system in order to minimize man power and increase work efficiency. Unfortunately, according to this paper, based on the use of JavaScript codes, some of the modules work properly only when used in Operamini browser or Internet explorer browser therefore being a major drawback of the system [1].

B) Facial Recognition based Attendance Management System
The individual’s attendance is recorded using Face Recognition biometric systems. The paper stated that the use facial recognition system was used since a long range of individuals would be used and Iris and Fingerprints are very short-distance biometrics and the application requires the individual to be keep distance from the recognition camera which is fixed at the center of the classroom so that the view of the recognition camera covers the entire lecture hall. The model is developed using Open CV library. Once recognition is done, automatically attendance will be updated in an Excel Sheet along with his name, date and time. An html file is automatically updated by the system so that a remote authenticated user can access the attendance file. The main problem in this system is recognized face has to be compared with all the entries stored in the database.
The paper stated also that for future work, Attendance Management System could be advanced by using a facial recognition technique where a CCTV camera is to be fixed at the entry point of a classroom, which automatically captures the image of the person and checks the observed image with the face database using android enhanced smart phone. It is typically used for two purposes. Firstly marking attendance for student by comparing the face images produced recently and secondly, recognition of human who are strange to the environment i.e. an unauthorized person. For verification of image, a newly emerging trend 3D Face recognition is used which claims to provide more accuracy in matching the image databases and has an ability to recognize a subject at different view angles. Also in the research, a major drawback is the problem of comparison of captured image with images of all students which is time consuming.

C) Biometric Student Record Management System System
A system was implemented which overcomes the limitations of the existing approach by taking the attendance through biometric readers in one step forward to sustainable development. Doing the same work by biometric devices not only saves resources but also enables the user to get easy access to the attendance record portals. The drawback of this system being that the system was used a local server to record and store data and also implemented very few features compared to what an educational institution in this century would to be implemented. Also the paper showed that access would be granted to parents to monitor their wards school progress as a future work of the designed system [3].

D) Cloud-Based College Management Information System for Universities.
In 2014, Mary Jane Magno-Tan, Allan V. Crisostomo, Bill Villaflor, and James C. Faller designed a cloud-based college management information such that with the usage of modems and a personal computer, details can be retrieved from the cloud through all supported browsers. Cloud computing being a recent trend in technology, the system would operate functionally widely as the cloud can be accessed from anywhere around the world with the use of a modem. A major setback was the system not being implemented to work on mobile devices such as phones which became an issue considering the fact that we now live in the mobile age [4]. Also, the designed system focused more on passing information rather than managing and processing data
E) RFID Based Attendance System
Other attendance solutions are RFID-based student attendance system and GSM-GPRS based student attendance system. These are all device-based solutions. While GSM-GPRS based systems use position of class for attendance marking which is not dynamic and if schedule or location of the class changes, wrong attendance might be marked. Problem with RFID based systems is that students have to carry RFID cards and also the RFID detectors are needed to be in

2.6 WHAT MAKES THIS PROJECT BETTER
The proposed Enhanced College Management System using Fingerprint Biometric Authentication is a web based application that employs biometric technology verification. The system eliminates the use of windows executable forms for biometric applications and makes use of a java applet embedded in the web application which creates a fully functional web application that not only relieves the stress of exam clearances but also aids the efficient processing of attendance data and functional management of the activities that are carried out in the institution.
CHAPTER THREE
SYSTEM DESIGN AND IMLEMENTATION
3.1 EXISTING SYSTEM
Through our research of the existing systems employed by All Nations University college it was discovered that the existing system was created using ASP.NET using c# and has been in use for over a decade with a very minute update of the existing modules as time passed by. When a Student or staff of the institution is registered, a unique index number is assigned to the individual which also serves as the initial password. On logging into the system with the index number as the login credentials, the individual is prompted to change their passwords such as is different from the initial as presented at registration.
The system consists of a single outline for the activities that are carried out by different individuals in the institution. For example, when a student and a lecturer logs into the portal, they both gain access to the same index page layout but have different menu options which they can access based on their individual access levels. A student would not be allowed to gain access to the “Post Exam Result” Menu but the Controller of Examinations would be given full access to such a module so as to post examination results for students to be able to view.
A major drawback is highlighted in the aspect of generating reports for examination clearance as the clearance process involves the account clearance, registrar clearance and Head of Department clearance. The existing system does not generate such report and therefore students have to stand in line for long queues to achieve this purposes manually. Another drawback is realized when a student that has already been logged into the system with his own personal Index Number and Password has to select his own name to carry out other operations. For example, a student already logged into the system and trying to register courses for a fresh semester has to select his own name again before selecting the semester for which he intends to register for.
3.2 PROPOSED WORK
The proposed College Management system is built to cover for the flaws of the existing system as highlighted above. At point of registration, the fingerprint of the individual to be registered is enrolled into the database by using a fingerprint scanner as well as other information pertaining to the individual. A new username and password is generated for that individual and he is able to access the system using his credentials generated. Due to the robustness of the project some areas of the college system was implemented so as to show the implementation and interaction between most of the users involved in a typical college system. The different types of users of the college management system are:
• Administrator
• Student
• Lecturer
• Controller of Examinations
• Registrar
• Accountant
The fingerprint scanner would also be used by the students in marking attendance for lectures unlike the existing system which is collate manually with the use of paper works and then later inputted into the database. This approach for the use of a fingerprint scanner to mark attendance therefore eliminate security issues of impersonation which is more eloquent in the existing system. The biometric scanner is also used at the point of exam clearances as it relates to data concerning fees statement and attendance reports which makes it possible to deliver eligibility reports to students concerning their registered courses.
Apart from the above stated functionalities, there are other different functionalities available to each of the different types of users logging into the system. Using SQL server as a database choice, Java Applet for the Biometric system Graphical User Interface and ASP.NET C# for the web application, the proposed system is intended to tackle the flaws of the existing system.

3.2.1 COMPONENTS OF PROPOSED WORK
The components that are implemented in the College Management System are as follows
• STUDENT AND STAFF REGISTRATION
Every admitted student and staff of an educational institution is required to be registered. Required relevant information pertaining to the individuals are collated well as their fingerprint template collected through a web registration form which is then stored in the database for later access. Fig 3.2 shows a snapshot of the student registration page of the system

• STUDENT REGISTRATION USING FINGER PRINT ENROLLMENT
The students are enrolled into the college with their fingerprints being inserted into the database. Using the fingerprint and index numbers as the base, their fingerprint can be retrieved for other uses.

• STUDENT EXAM CLEARANCE BY FINGERPRINTS VERIFICATION
The exam clearance in the existing system is a signed sheet which gives a report that the student has been cleared for examinations having passed some certain criteria which involve fees, library and attaining a certain percentage of class attendance. Implementing the fingerprint verification, on scanning finger, it communicates with database to display whether these conditions are met or not thereby saving the times wasted on long queues for clearance sheets.
• ACCESS TO ACADEMIC DOCUMENTS
Documents such as course outlines, e-books, and other pdf are meant to be deployed to students so as to improve their academic performance, the designed system has a module which allows students to download such documents by selecting their departments and then the document or materials which are necessary and relevant to them.
• GENERATION OF ATTENDANCE AND ACADEMIC REPORTS
Attendance reports, Academic reports and any other relevant report to the institution can be generated from the system for reference purposes. Crystal reports is put in place to ease this task.
3.2.2 METHODOLOGY
The methodology used in the proposed system is the V-MODEL. The project follows this form:

3.2.3 DESIGN OF THE PROPOSED SYSTEM
The Design of the College management system involves the use of C# programming language to build the front end of the database, creating a Graphical User Interface that allows various functions in order to manipulate and save data into the database. Microsoft SQL Server is used in structuring and building the system database with the use of Microsoft SQL Server management studio.
The College management system is a Web application that has a GUI and a server side. The GUI displays the controls that Insert, Update, Delete and Manipulate data in the database.
Different portals are displayed based on the different access levels in the institution. The portals are:
• Student Portal
• Lecturer Portal
• Administration Portal
• Controller of Examinations Portal
• Accountant Portal
• Registrar Portal
The registrar has the ability to admit students into the system and also employ staff into the institution and register them, this portal is also where the fingerprint enrolment takes place and the registration numbers are generated. The lecturer portal gives a registered lecturer the ability to input internal marks for students, view student results, open and close attendance and also upload the documents related to students. The controller of examination handles examination related matters such as upload of results and Grade points as well as cancellation of papers while the account portal handles anything that has to do with monetary evaluation such as fees, checking and balancing, etc. The broadest portal in this project, the student portal allows students to monitor their progress in the institution on a regular basis, download course documents and also view attendance details, internal marks and also their registration of their respective semester subjects. The system is designed such that a single database is used and has been normalized properly to allow smooth and effective flow of data.
3.2.4 DATA FLOW DIAGRAM OF THE SYSTEM
The Data Flow Diagram is used to describe how the existing system is been implemented and to visualize and identify the known problems and limitations of the existing systems, from which a solution can be derived, which is the proposed system to be developed. The existing system has been analysed with the Data Flow Diagram, in which the problems associated with the existing system has been identified, and are been resolved with the proposed system .Also additional services to be provided by the proposed system and to the users of the proposed system has been identified .
Fig 3.3 represents the data flow diagram for registration process while FIG 3.4 represents matching for attendance process of the proposed system of the proposed system.

3.2.5 DEVELOPMENT TOOLS
These are the tools that are used to bring this project to life. They come in two forms, the software developing tool and the hardware developing tools.
3.2.5.1 Software Developing Tools
A) Microsoft Visual Studio 2013
For the purpose of this project we will be using the ASP.NET C# programing language to develop the GUI. C# was adopted due to its robustness, ease to program and excellent database connectivity, runs on the two most common operating system platforms (Windows and UNIX) and it has a larger user community that provides online support.
B) SQL Server 2008
With the help of the SQL management studio, we are able to build database tables to inserting updating, deleting and retrieving of records.

4.2 TESTING METHODOLOGY
For a functional College Management System, the Table 4.1 shows the criteria that should be met or considered while developing the system

Some of the functional constraints of a College management system is that the users should not have to interact with the biometric system more than once after enrollment for the query to return data. Also, when fingerprint has been picked, attendance should be marked automatically.
ACCEPTANCE TESTING
Acceptance testing involves testing the functionality of the College management system. This test is used in verifying that the college management system meets the software requirement specification. Functional analysis is performed on the college management system, to test the connection of external devices such as the fingerprint scanner. This test also consists of implementing attendance using the proposed college management system.
Acceptance testing is implemented on the College management system, covering uniqueness, convenience and transparency. The college management system ensures uniqueness by allowing a registered student to mark attendance with his specific credentials. Also Convenience and Transparency is ensured by users being able to understand the processes to be passed through for the system to be functional. Table 4.2 shows the test cases for the acceptance testing.

PERFORMANCE TESTING
Performance testing involves testing the performances and speed of the software and hardware of the college management system, Performance testing is carried out to determine system performance in terms of responsiveness and stability under a particular workload. It is also used to ascertain other attribute such as scalability and reliability.
For the proposed system, five computer machines is the minimum requirement for performance in the College Management System. Accuracy, reliability and flexibility is tested for in the college management system when performance testing is implemented.
Table 4.3 shows the test cases and scenarios for the performance test of the College Management system.

SECURITY TESTING
Security testing involves testing the data protection and functionality of the college management system. Each of the components of the college management system including the hardware of the biometric system are tested. Security testing covers testing the biometric system for Eligibility, Authentication, Integrity, Verifiability and Accountability and Secrecy.

CONCLUSION AND FUTURE WORK
5.1 SUMMARY
The college management system is a system designed to give the different college users access to different activities in the college. It also includes the software required to program, control and support the fingerprint device used in obtaining the fingerprint on registration of students and staff, the recording of attendance marks and other relevant details tied to each person’s fingerprint template. The project is designed keeping in check the day to day problems faced by a college. The Enhanced college management system if used in the institution would address attendance issues as well as exam clearance issues. The major difficulty encountered during the project period was time constraint due to the robustness of the project.
5.2 RECOMMENDATION
The enhanced college management system is recommended in any educational institution in this century.
5.3 CONCLUSIONS AND FUTURE WORK
Throughout the project, we have been able to develop a college management system aimed at managing student, administrator, accountant, lecturer, registrar, exam controller activities in an educational institution and providing appropriate information to users according to the chosen service .Also the system eliminates the need for paper works in the aspect of attendance and exam clearances using the biometric fingerprint authentication system.
If given a second chance, better and detailed addressing of certain areas would be implemented. The library module would be added to the system and be implemented using the RFID cards and RFID cards tags. More better and advanced authentication techniques will be implemented and incorporated into the system.
